Public nuisance letter?

Just moved in two months ago . Received a public nuisance letter which is incomplete. It states the chapter, but missing numbers to research. Says corrective action needed, but Idk exactly what corrective action, that paragraph is blank. States must be done within a timeframe, but that part of the letter is also blank . The numbers that I researched have to do with junk but I only have one car and two garbage cans out there . Two of my neighbors have literally junk yards out front with multiple cars and supplies, tools , pick ups parked non moving hood up 24/7 in addition to the other junk in their front yards . We just had our septic tank replaced earlier this week. It’s in the front yard so digging has to be done and the guy patted the dirt back with a tractor and shovels . This is in the front yard . It’s the desert, stuff blows into my yard all the time. Monday I just removed a piece of insulation clinging to a bush out front.

It’s the desert 🌵, we don’t have a fence yet and just moved in two months ago . Could the city be possibly complaining about soda cans and empty bags that blow into our front yard that I pick up? That’s ridiculous. Even more ridiculous is the letter is incomplete. I don’t know exactly what corrective action I need to fix . We just moved here and already want to move. I feel like I’m being singled out. We don’t speak with anyone. I’m wondering if someone complained. We’re quiet, no dogs .two of my neighbors have dogs kept outside 24/7 which is a public nuisance, we don’t play music, one of my neighbors bass invades my house every day whenever. Why the heck am I getting this letter?

UK Property Law questions

Please could a UK Property Lawyer/Solicitor advise on what I need to ask for. We’ve got a septic tank in a property that we are buying that is jointly used and maintained by 2 neighbours as per their own conveyance. The seller whom we are buying from has lost the conveyance that proves we have any right to use the septic tank, even though it’s on our land. Our solicitor says they aren’t experts in this area but at present it shows that we would have no right to use this septic tank, it’s plumbing, and therefore when it comes to replacing it (which is required immediately due to non-compliance) we wouldn’t be allowed to touch it. Our solicitors advise we need to find another solicitors who is knowledgeable in this area and can create a “deed of grant” to allow us to use it - but I cannot find any solicitors on Google in the UK that provide these services.
