PO installed illegal/unpermitted septic system. Do I have any legal options?

We started having septic issues and it turns out that the PO moved tank and disconnected the drain field, blocked up tank outlet, install their own outlet on the other side of the tank, and had it drain into a buried 15ft long gravel trench next to it.

None of the this work was permitted and the county isn't all that happy about it (nor am I). I'm now looking at tens of thousands of dollars to have new septic designed and installed.

I bought house in 2019. The septic system was 'inspected' (I have paperwork from company) and given the ok. In hindsight I should've checked for permits, but It never occurred to me. And there was no red flags there was septic problems to pursue it further.

I know its very unlikely, but do I have any legal recourse available to me?

We moved out to Suffolk County from Nassau County and I'm getting familiar with the needs of maintaining our septic system. UK Property Law questions

Please could a UK Property Lawyer/Solicitor advise on what I need to ask for. We’ve got a septic tank in a property that we are buying that is jointly used and maintained by 2 neighbours as per their own conveyance. The seller whom we are buying from has lost the conveyance that proves we have any right to use the septic tank, even though it’s on our land. Our solicitor says they aren’t experts in this area but at present it shows that we would have no right to use this septic tank, it’s plumbing, and therefore when it comes to replacing it (which is required immediately due to non-compliance) we wouldn’t be allowed to touch it. Our solicitors advise we need to find another solicitors who is knowledgeable in this area and can create a “deed of grant” to allow us to use it - but I cannot find any solicitors on Google in the UK that provide these services.
