Do I need to hire a private utility locator? Private line locator..? Not sure the exact term

I feel so stupid, I just have no idea what I’m doing here and was hoping some of you could shed some light for me..

A recent storm blew half my fence over, so we contacted lowes to have the fence fully replaced because it was shabby in the first place. Lowes told us that we need to call 811 to have a utility survey done before the date that they’ll be coming out to replace the fence. They also said to “ensure unmarked irrigation lines, sprinkler heads, septic tanks or fields, or other utility lines are identified and marked prior to the scheduled installation date”

And I just finished calling 811 and got the follow up email which says that they will not be marking any “private lines”. I’m not sure what private lines means so I googled it and I found this:

“Private utility locators are necessary to mark out electrical, gas, septic, water and drainage lines on private, residential, commercial, and municipal properties.”

This confused me a bit because I was under the impression that 811 would be marking electrical stuff and I figured gas as well…

Anyways, I live in a fairly new suburban neighborhood, built around 2014 and I don’t see any power lines strung up so I assume they’re underground? It’s city water/sewer, not a septic tank or anything.. that’s about the extent of what I know.

Do I need to hire a private line locator? I have no idea what I’m doing and I’m scared of getting in trouble or something horrible happening because I didn’t do this right or missed something.

If anyone could shed some light on this for me, it would be so appreciated. I’ve only ever lived in a little rural cabin in the woods, never in a suburb with all these rules lol so this is so new and confusing for me..
